Honda BF150 surging at 3000 rpm

I have twin 2016 BF150s with 700 hours that have received regular Maintance. The port engine runs great. The starboard engine will surge around 2800-3000 rpm. Meaning if I set the throttle to 3000 rpm the engine will surge from 2700-3300 rpm all on its own. My mechanic says this is normal as it is triggering an air bypass? But again the port engine does not do this so I do not think it is Normal. Any ideas on where to start troubleshooting are welcomed. I am very good mechanically but not a mechanic.. So looking for skilled advice.

Does it surge at 3000rpm when not in gear but reving the engine without load? If it only surges under load, I would suspect fuel/vst. Either for level, flow, or pressure.
 
If fuel pressure etc is all good the O2 sensor will also cause this. Try swupping them over, they can fail and not log a fault. And you are correct, they should not surge at all
 
Agree with recommendation on 02 sensor however, they are quite expensive but easy to get at taking them in and out. Suggest pulling the 02 on the problem engine and clean with carb cleaner and brass wire brush to clean the carbon off the outside, then reinstall and see if it works normally.
