Those outboards have two, clear plastic, tubes on the starboard side of the engine.
One is the drain tube for the carburetor float chamber.
It connects to a nipple at the bottom of the chamber on one end and to the fitting on the starboard lower engine cover located next to the waterpump tell-tale fitting so that you can drain the float chamber into a container to inspect for water/contamination.
See item 21 in the link below you didn't specify year or model so I picked an 07 tiller with manual carb as an example. Older models may be different.
The other tube is a drain for the air intake sound muffler cover housing.
It attaches to a nipple at the bottom of the muffler cover, is then routed downward and exits the case below to keep any crankcase vent gasses from condensing and forming "puddles" of oil/water that could contaminate the incoming air into the carburetor. See item 9 in the link below.
