As stated above, my 9.9 at idle does not flush out any water however at about 50% throttle or more it is discharging water. Without replacing the impeller just yet, is there anything I can do prior to clean out the system and look for clogs?

I have a video if anyone can help I'd be happy to send it by email.
 
Hi,

My advice is NOT to operate the outboard until you have this sorted out. If it shoots water out the tell tale when you rev it up that can only mean two things:

The tell tale bypass passage is (obviously) clear.

And...
The water pump has partially failed.

This is a classic description of a pump with missing impeller arms or that is compromised badly in some way.

Service the pump straight away is my advice.

I also recommend that you resist just replacing the impeller to "save money".

Trust me....if you don't replace the complete pump kit with a new drive key....

You won't be saving a dime.

A SLIGHTLY worn pump housing, cup and wiper plate only returns about 80% efficiency with a new impeller and that performance falls off quickly once you run it a couple of weeks.

A statistic everyone that owns an engine should remember is that 50 to 70 percent (depends on whose study you're reading) of ALL catastrophic engine failure BEGINS with a defective cooling system .
