Honda 9.9 BABJ003880 stalling

We just purchased this Honda outboad used. It looks very clean under the hood. Ran it all the way home from Bremerton to Everett. Now it seems to stall. It seems to start better when tilted up out of the water but as soon as you drop it down into the water, it stalls and dies. Any suggestions.
 
Sounds like a classic case of water in fuel. Did she come with a tank of gas? These carbs HATE water. Drain the carb bowl and catch what comes out in a clear container and check for any separation of water and gas. Also, disconnect the fuel hose from the engine and, using a small screwdriver, depress the check ball on the connector while someone pumps the primer bulb. Catch what comes out of the hose in a clear container to check for water in the tank. Remember, check for water in this manner only after letting the tank set for a few minutes as the water will settle to the bottom and be immediately picked up by the diptube and delivered to the engine. Discard any contaminated fuel and clean the tank.

I just had to completely go through an '03 9.9 carb for an engine that had been stored after having only been run for 2 or 3 hours. They had obviously put the engine up without draining the carb and the passages in the float bowl were all plugged with sediment. Drain your carb as often as is possible and run Seafoam or Lucas fuel treatment in your gas.
