Honda 200 stuttering, 2004

Have a pair of Honda 200s on the back of my world cat and the port motor has started a stutter almost like there’s a rev limiter. First part of the day it doesn’t seem to bother me then after 20 miles it gets constant in the last trip on the way in for 80 miles it did this every 30 to 45 seconds. I’ll be running at 3500 to 4000 RPMs and it cuts back several times quickly to about 3000 RPMs almost like it’s hitting a rev limiter or safety. Starts and Idles fine but keeps cutting out, not enough to come off plane but just feel it for few seconds then back to power again. Any thoughts.

At 3950 RPM the IAB kicks in and if it sticks it can cause surging. But if you experience this below3950 it must be something else.
