honda 15 hp problem

have a 2007 honda 15hp outboard
engine starts 2 pulls and will run low speed all day little bit lumpy than i think it should but never stops.
problem is no top end power
seems to rev a good bit but rough and just dont sound rite as in beeing lumpy
carb has been clean,
new oil and filter
new plugs
checked thermostat and that opening and closing fine
compression was checked trottle held full open and 5 pulls give 100psi both cylinders
when i took out spark plugs they seemed very black and sooty

any ideas
 
Agree 100 psi compression is not optimal. Check engine valve timing and belt installation. Adjust valve lash and re-check compression.

"Low speed all day" operation could be why plugs are fouled. Check that engine cylinder head remains above 165 degrees Fahrenheit during low/trolling speed operation

ya engine was warm when doing the compression check
may look at adjusting the valves tomorrow bit worried thet maybe to rings are gone bad or stuck
engine is plenty warm at idle
