High fuel pressure bf 200

So I have been having issues of getting the code #1 with obd software, now I have checked fuel pressure and getting 90 psi on troubled side,I have replaced hp filter,lp filter and put new fuel pump and screen in...could it be regulator even though I changed it two years ago

Yes to the regulator or a pinched regulator return hose or you connected the hose to the wrong place when you put the vapor separator back together.

How would or could I test regulator, was replaced two years ago

See page 5-73 of the Helm shop manual on testing procedure. First step is to check that the fuel pressure regulator vacuum tube is not bent, disconnected, or damaged.
