That small hole is the vent.----Allows diaphragm to move.------Look for corrosion damage on the block that is allowing water to leak.
 
Did you replace the diaphragm?

There's a screw that goes through the plastic cup washer, through the diaphragm, and into the poppet valve. That is a potential leakage path, you could try putting just a dab of RTV in there to seal it up.


There's a groove where the diaphragm seals to the housing cover, if that isn't perfectly clean it will leak. If it's corroded or pitted you may have to use just a thin coat of sealant to keep it from leaking. Usually if it's leaking here it'll leak out the bottom of the housing, though, not fill the housing and dump out the vent hole.
