Fuel pump problem

I have a 2004 mercruiser 5.0,carbureted with the electric fuel pump.
Should the fuel pump run when the key is in run position, or just in the start position?

In Run without motor running NO

Key turns to run, FP OFF
Key turns to start, FP ON
Motor starts, oil pressure builds and closes contacts to send power to FP
 
The oil pressure safety switch has a very low turn-on pressure like 8 psi or so. Turning the engine with the starter motor should build that much pressure almost instantly, so there's no time lag between turning the key to start and the fuel pump coming on. The start (key) switch does not power the fuel pump directly.
