Fuel over flow.

The problem:
Pump the fuel bulb to fill carbs b4 cold start.
#1 carb over fill tube in throttle bore spits/spills fuel as i pump bulb.
#2 carb over flow spit/spills fuel after thrid-forth primer bulb pump.
#3 carb spits/spills fuel after forth/fifth pump the bulb.

Fifth-sixth pump #1 carb over flow spit/spill stops.
Sixth-seventh pump #2 stops spit/spills
Seventh-eight pump #3 stops spit/spill
Then fuel bulb gets hard... Carbs full.
Spit/spill looks like a cascade of fuel.
Start the engine and run @6-7 minutes run time fuel level dropping in float bowls and carb start cascade fuel again out over flow tube.
Carbs have been cleaned . Repeatedly.
Floats have been set at 7/16 from gasket surface at front of float at the point of where float go 90 deg to 45 deg as per manual.
Brushed needle seat clean
Polished edges of needle ( thinking old gas varnish build up could be the cause).
Checked fuel pump pressure. ( At starter motor speed fuel pump reading is 1-2 psi).
With engine in cut 55gal. Drum engine sits at a 10deg pitch forward.
This is a rebuilt engine. 20 over
New reeds ( ccm reeds)
Rebuilt fuel pump.
Oil injection removed completely metal block off plate in place of opening. Brass fuel pump check valve caped.
Replaced fuel line between back of air box the pump with 3/8 fuel line.

The float/needles have a problem. Either debris in fuel system from fuel line degrading internally or float level off, or needles not seating
