Evinrude idling at 400 RPM

My Evinrude 225 stalls when I shift into gear. I've been going crazy trying to diagnose this. Bottom line is that the thing is idling at 380-400 rpm per my Fluke 88 and I'm sure the low idle is why it's stalling. I read the EP sensor can do this but disconnecting the exhaust side hose makes no difference. TPS is in spec and doesn't have and dead spots when I move throttle. Timing, compression, etc. all good and the fact that it idles as low as it does would seem to indicate that there are no other fundamental issues.

Any ideas anyone?
 
Yes, I've tried it with that disconnected and it makes no difference. I have spark on both banks. Am I correct in thinking that the interrupt turns off spark and not fuel? Before I put the boat in the water I resealed the lower unit and cleaned and polished the shift rod where it goes into the lower unit and thought I had it fixed but not so. I had this problem last year and I'ld really like to fix it. I am going to have a laptop with software to hook up tomorrow.

I would start pulling plug wires to see if you have cylinders that are not firing. It can be hard to hear if one is missing especially with 6 and 8 cylinder engines. My 70 Johnson was idling slow and intermittently stalling when shifting and when the idle advance feature dropped back to normal timing. It turned out to be carb out of adjustment. Idle jumped up 200 RPM.

I just got the software running and I will try a cylinder drop test. Except for the idle issue the engine run great, though, 43mph at 5100 rpm (over propped, I will fix that after I fix the idle issue) I will report back on the cylinder drop test.
 
all cylinders 110-120 psi.
I was looking at how to synchronize the throttle plates, not something I have done but I have looked at the plates, they are all closed and move together but I'm wondering about the relationship between them and the TPS. I will have more information tomorrow.
 
Throttle plates not da problem. Most likely the EP tube stopped up, disconnecting it from nipple is the same as stopped tube as EMM doesn't see any changes....
 
Thanks, sounds like something easy to test. Tell me if my logic is faulty here, I should be able to change my idle by connecting my mighty vac and introducing a little pressure to the sensor diaphragm. I will try that and report back. I did not get to my cylinder drop test today but I should have lots of time tomorrow. I also read someplace else today that part of routine maintenance on these engines should be cleaning the EP sensor screen. If I break it off getting it out does the end just get spit out the exhaust?
 
Replaced the nipple and put the laptop on. Still idling low but once in a while it would come up to normal idle and then it set a code 26. I'm starting to have a bad feeling about the EMM but I will do the alternator tests next.
