Evinrude 1997 90 hp OceanPro v4 Majorly over oiling

Hi my motor has 4 separate carbs 2 on either side of the motor, and what appears to be the Fuel/oil pump in between them with a oil distribution system on top.
Looks like a 4 wire VRO2 pump, the motor is awash with oil, will not start.
If fixing the VRO is not a good idea what pump and mix ratio would I use?

If the oil tank is below engine mounting height replace the oil cap on oil tank
