Engine dies when suddenly throttle down

1994 Sea Arrow, with Holley 703-49 carb, 302 ford engine.
I burned up a belt and clogged the carb, so I did a rebuild and the boat ran great for 2 trips. I have 2 issues that may be tied together. 1st -when I gun it the engine cuts out at the beginning and then gets up and goes. 2nd- went I throttle down suddenly the engine dies and I can not get the motor to start unless I manually adjust the carb flaps or it wont start at all. I have not changed the fuel pump, new filter at the beginning of summer and I flushed the tank at the beginning of the summer.
 
.... all points to a less than optimal carb rebuild... bog on up throttle ( possible accelerator pump adjustment) Hard to restart... choke setup. BTW... not a good idea on a marine engine to "throttle down suddenly".

New disti caps/rotor/points, annually always a good idea
 
As bob says. When you slow too quickly, that big glob of water that the boat has been planing on suddenly comes rushing up the transom into your exhaust manifold and makes the engine very unhappy. Sometimes in a most inconvenient and expensive manner.
