Interlux Primocon is an underwater primer for aluminum. You can purchase through West Marine. I've used it on my lower unit and it works great and holds up exceptionally well. It takes 5 coats. Interestingly, the final dried color is similar to the Honda oyster white. I've used it as is, and I've over-coated with the Honda oyster white in a spray can.

Could you share process and drying time between coats?
Do you rough up between coats , how many coats if clear coat do you use

Detailed instructions are on the can. Also, I think Jamestown Distributors has instructions on their site. I don't recall well, but I don't think you need to rough it up between coats, and I recall that it dries rather quickly - something like 3 hours between coats. Clear coat depends what you overcoat it with. If Honda oyster white, then two coats should do the job.
