I have a problem with my start

I have a problem with my starter. I turned the key and heard a click sounded like the solenoid was engaging but not turning. Both batteries are fully changed. I moved the fly wheel and banged on the starter and tried again and it turned over. I waited a few minutes and tried again and I heard the starter turn but not the engine. I went and purchased a new starter. I installed it and now I can get the engine to turn over but sometimes it won't and just get a loud click like the gear is going out but not turning. Which is one of the problems the old starter had. If I keep turning the key multiple times eventually it will turn over. It is random but happens a lot. It seems that once it starts to turn over it will continue to. I checked all the connections and cleaned and replaced any dirty contacts both on the starter and the key switch. One more thing I saw what looked like an arc from the starter to the transmission housing I think. Do I have a bad ground? I cleaned the ground from the battery to the block. Do I have to clean the bell housing where the starter bolts to? HELP!! I want to go in the water this weekend.
 
I removed the new starter and

I removed the new starter and cleaned the area around where it mounts. I noticed that one of the new terminal ends I put on was very close to the ground connection. I trimed it down and lubricated the area around the opening. I reinstalled the starter and bolted it up. I tried about 15 times and couldn't get it to fail. I also removed the old not used regulator that was above it. I think it might have been interfering with the starter. Anyway it is working fine I guess time will tell.

It sound funny turning over but I'll see how it does. It has a 5 year warrenty too. Oh I don't own stock, and I'm not related to any of the owners. I guess time will tell."

Well my starter issues are not

Well my starter issues are not totally gone. I went to start her today and just got a click more like a clunk. I bumped the key about 9 or 10 times and she turned over. I guess it was not the grounds. I am open for any suggestions. I looked at the teeth on the fly wheel and they looked good. It's almost like the starter gear is not coming out far enough to tell the starter motor to turn. I am thinking about shimming it but I'm not sure if they would be the same as an automobile shim. If the starter comes off the bell housing will I have to worry about moisture getting in there? I was hoping to get her in the water today but the tides and timing were not in my favor. Maybe tomorrow if mother nature helps.
