checking stator

I have a 1991 johnson tracker 60hp i believe to be a quick start model. with the stator off the motor checking ohms between the 2 brown wires i get nothing but when i put the flywheel on the stator and magnetize it i get 584 ohms. Is this normal?

It should ohm with or without flywheel installed....
