Carb question.

I have a 1985 mercury black max 150. I am having trouble figuring out a fuel issue. There are three carbs on my unit and the bottom two carbs are releasing gas. I was just wondering if the air mixture screw was too tight on the top carb if it would allow fuel to exit the jets. I am getting gas to all three of the bowls. Any help would be appreciated. Side note, I just had them all rebuilt.
 
Also, it will idle and run wide open. It just sounds really rough. I am assuming cause once I get the Roma up there it starts to starve. Just replaced all the fuel lines and primer bulb. I guess my next question if the carbs are fine is if the fuel pump is bad would it still great gas to all three bowls?
 
If you have carbs dumping fuel after you pump the primer bulb. The float height is not set properly. And I'm assuming the float drop isn't set properly either. For your high speed issues
 
The bottom two do that, how would I go about setting them properly? Also why would the top carb not be dumping any fuel when I open the throttle up?

Were the carbs rebuilt by someone with good experience? The floats should be set properly then, I would assume. Perhaps the new carbs got infected with something in the fuel lines or pump?
