BF90 Prop

Dear all,
I have a twin BF90 2003 on my 23FT boat ,I am trying to find the right prop for my boat high speed on top and good cruising speed . I've tried 3 props so far all of them were aluminum

First Prop: 13x21 max RPM 4900 25-27 Knot

Second Prop: 13x17 (Yamaha ) max 6000 " too much slip on the props motor were very loud" 25 Knot

Third Prop: 12.75x17 4 blade max 5400-5500 RPM 29 Knot.

Any recommendation what I should go with ?
 
You are at max pitch with the 4 blade, are you likely to load the boat up a lot more, if so it would pay to use a 16P 4 blade and get a higher top end rpm around 6000
 
so 4 blade props are to help stern lift, ie boats that struggle to get up on the plane, having said that, it's also a good all rounder. Do you have access to test props, if not it would pay to get someone to do it for you? Performance and fuel efficiency can be drastically improved with correct propping.

This is the problem I dont have an access to test props , this is what ended me up I paid someone to fix the issue he gave me a pair of 13x17 Yamaha props. I achieved the targeted RPM but as I mentioned above I had too much slip specially on high RMP 4000-6000 RPM
