BF9.9 valve adjustment

I'm back with a question about valve adjustment on my 1994 BF9.9 outboard , it has many hours on it shout I be adjusting the valves tighter or looser?
It will idle fine at 600 rpm .
When I'm running it will only stay in the higher range around 1300 rpm , if I drop down to 1000 it will only stay there for a short time then drop down to 600
I need it to troll at around 2.5 mph (1000-1100 rpm) for trolling
i have previously replaced every part except for the propeller

Ok so I've adjusted the exhaust valves to.009 and the intake to .006, can't find anywhere it tells me but I'll assume the exhaust are top and bottom with the 2 intake valves in the middle.
when I manipulate the throttle directly at the carb it will hold the rpm reasonably well, maybe it a problem with how I've adjusted the linkage ,or a problem in the throttle handle itself
any tips on adjusting this
 
This sounds like "slop" in the tiller handle throttle linkage mechanism. Some of the parts are plastic and they connect with steel pins. You likely just need to take it apart and see if something is "wallowed out" or otherwise worn in some way.
