BF75 - Broken Grounding Wire

That's a "bonding" wire. It's intended to provide a path to ground for static and stray electrical currents that get generated as the outboard moves through the water. It is supposed to help deter the galvanic corrosion that the current can cause.

As jgmo said it's a bonding earth wire & should be replaced if broken. Sometimes if the engine main earth wire is not making a good connection, the starter motor earth current(250 amps) when cranking will instead travel back to the battery via that bonding wire & cause it to melt & break due to the high current which it's not designed for. So check your battery earth cable. The other possibility is that the bonding wire was snagged on something which caused it to break.

I have the same problem but one bolt of the wire is in a very tight position with no room at all to get a Phillip head to undo any suggestions?
 
You may need to make something that will work.

I have a 1/4" long #2 Phillips screwdriver tip brazed to a piece of 4" long × 1/4" wide ×1/8" thick bar stock that is a very useful 90°, compact, Phillips screwdriver tool that's getting to be about 50 years old soon.

I made it to conquer a "very tight place" and will die owning it. It's that handy!

Just be aware that Honda typically uses JIS (Japanese Industrial Standard) screw heads and screwdriver tips. They look alot like Phillips but are definitely different. Using a Phillips screwdriver on a JIS screw head often results in damage to the screw as well as to the screwdriver tip.
