BF60A Honda outboard motor troubleshooting rmp

I have an Honda BF60A, have some issue where the motor can't get more than 4000 rpm. No alarms.
Is there any way where i can see some diagnostic code from the engine or anyone have some idea what is the most common problem for this engine.

How old,did it used to get higher rpm, is it surging? Most neglected item on these engines is the high pressure filter, should be replaced every 200hrs or 2 years

The motor is from 2010.
Yes, it had no problem to get to almost to 6000rpm.
