BF115A no voltage to fuel pump

I'm working on my dads BF115A. It cranks but won't start. There is no voltage getting to the high pressure pump. I checked all the fuses and put a new main relay in. When the key is in the run position the red no oil light stays on. It has oil. Is it possible the ecm won't send voltage to the pump if it thinks there is no oil?

I don't know because I've never worked on a 115A.
But I looked at boats.net parts and couldn't find a listing for an oil level sensor.
If the engine isn't equipped with an oil level sensor, it's simply not monitoring oil level.
If the red indicator lamp you're referring to is for low oil pressure, then that might indicate a problem with the oil pressure sensor.
Sorry, but without the shop manual for reference and having no practical experience with that outboard, I can't be of any help except to say oil level is likely not the reason for the issue.

I have a 2000 BF115A and the "no oil" light remains lit until the motor starts and is running.

Pic with key on, before cranking. All lights go out when engine starts.

I don't even know if that "gauge" is Honda or not...

Ok, I located a pdf.shop manual with wiring diagram for a 115A but I'm not sure what years it applies to.

One of your 30 amp fuses feeds the White/red wire going to the main relay to power the fuel pump. BUT it shows the W/r wire turns into the White/black wire after a splice before going to the main relay 8 pin connector. Check that there is 12 volts at the W/r wire and also at the W/b wire in the 8 pin main relay connector.

The diagram shows the 30 amp fuse is wired directly to the starter motor battery positive stud so the fuse should be hot at all times.

If you can read a schematic and want it I can try to send the manual to you but I've had trouble doing that in the past so no guarantees.
 
My 1999 130 which very similar to your 115, when you turn the key on, it beeps and the oil light and gen light by the key switch come on, but the oil light goes off before it starts.
 
There is a table on page 18-9 for "operation" section of the shop manual that explains the warning buzzer and lamps at engine start.
