I have a mid 80's 9.9 bf 100 4 stroke just had it serviced used for 1 hr ran great! had boat beached motor was at an idle while unloading some gear on the beach. Water skiers went buy and swamped the stern of the boat the engine did not go completely under but about 1/2 way up the power head. the engine did stall! pulled boat out of water right away drained every thing. could not get it to start. The mechanic I normally use is away. Brought it to a different guy who has had it for over a week. He says he rebuilt the carb , he has spark & he has fuel but it won't kick over! Not even a sputter!!! Any ideas what the problem could be ????

Check compression. Check timing. May have sheared a flywheel key or may have just jumped timing.

If you did not get the water out of the cylinders before trying to start, you may have bent a valve.

Simple things first.

Yep, if, as Mike suggests, it ate a bit of water while running then you may have a bent valve or, at a minimum, the forces involved COULD have caused it to jump time. Compression test is #! on the hit list here.
But, a word of CAUTION....
If the "new" mechanic hasn't already gotten to that on HIS OWN then....I'd be looking for another "new" mechanic.
