Bennett trim tab electric problem.

Have hydraulic Bennett trim tabs. Worked fine at end of last year. Neither working at moment. I am getting 12 volts at the switch. If I run a positive lead directly from battery I can trigger all 4 wires at plug at pump. So everything works fine when jumped. Replaced switch. Still nothing so figured it had to be wire harness. Replaced harness from new switch to pump. Still nothing works with switch. What am I not checking? Appreciate any and all help as electronics are not my specialty
 
Where is your primary feed coming from? Directly from the battery? Or from a positive bus in the consol?
It comes from the breaker on the panel at the helm. The orange power wire from breaker to switch shows 12volts at switch with multi meter so assuming breaker is good
 
Well, if I understand this right, when you run a direct line from the battery, it works. Correct? But it doesn't work from the breaker. Sounds like the breaker may be at fault. Possible dirty/corroded contacts. Hit it hard with electrical cleaner, then switch it on and off a bunch of times and see if that doesn't fix things. If not consider replacing the breaker.

You misunderstood. I have 12 volts at switch according to multimeter. The power for the switch comes from the breaker.
 
Try a test light (incandescent bulb) to see if you have decent power supply at the switch. 12 volts at minimal amps will not do much of anything
