I don't know why it took me so long to figure out, but your standard issue 3/4" Greenlee pipe bender from Home Depot (about $40) works wonderfully for bending up 7/8 rail tubing. I used it over the weekend an I'm very happy with the results.
I'm making a Bimini for the flybridge and this tool will save me several hundred bucks in pre formed bows. I am sure it would work for aluminum as well.
