Bad float

I have a 1983 evinrude 115 e115tlcte I can't get the floats adjusted already tried leveling the float with the housing this didn't work. Any advice or spices please thanks.
 
The following works for me and many others 100%. If the carburetor is still flooding (your problem? You don't say) the needle valve assembly is no doubt malfunctioning.

With the carburetor body held upside down, the float being viewed from the side, adjust the float so that the free end of the float (the end opposite the hinge pin) is ever so slightly higher (just ever so slightly off level) than the other end. And when viewed from the end, make sure it is not cocked.
