Alarm, not much water out of tell-tale

I have a 1996 Stratos with a 1992 Evinrude 200 hp, I can start the engine and within 30 to 45 seconds an alarm will sound and then quit. On the dashboard the check engine light stays lit, also there is not a good stream of water coming out of the tell-tale. I have replaced water pump and thermostats, any ideas or help would be greatly appreciated. I don't realize any loss of horsepower when on the lake.

Does it still have the water control valve? Its a round plastic valve attached to likakage with water hoses to t-stats. Have you checked oil level in tank?

I don't know if it has the water control valve, where is that located? Also, I premix my fuel, done away with the VRO.

It's possible to get one impeller vane going the wrong direction which would greatly weaken the tell tale stream. If you can't get to the bottom of the weak stream I would pull the lower unit off and double check
