99 johnson 200 no spark

I have a 99 Johnson 200 with no spark on any cylinder. I removed the flywheel and the stator was melted so I replaced it and the power pack. Still no spark. Just to be safe I replace the timer base also but no spark. I disconnected the kill switch wire and checked the fuse with no change. I work on cars for a living so I thought I would figure it out but I am stumped. What else could I be missing? Thanks in advance.
 
Might sound silly but the ignition switch on the binnacle and the safety lanyard make sure are both in functioning condition.....flywheel RPM when starting has to be at a certain RPM (250 RPM) in order to produce spark...I will attach a link to CDI's practical guide to ignition systems on outboards which you may already have....start off at page 52 that is your starting point.....
