99 Johnson 2 stroke motor problems?

I just bought a Pontoon boat and was told the bottom carb was giving problems to spray cleaner in there and it'll work, well tonight I went to go out and as I was trying to back off the trailer it just kept bogging down when I put it into gear.. But when I have the water hose connected to it and rev it up for a minute or so it runs fine on land.... Someone said it's possibly the shifter not having enough power under water and just bogging down but I just want to see what everyone else thinks it could be? Thanks in advance..
 
You dont say what motor it is Always quote full model details and /or model number

Spraying carb cleaner into carb is unlikely to do any good......... IF a carb needs cleaning the only effective way is to dismantle and clean all jets and passages etc and preferably rebuild with a carb kit

Do a cylinder drop test as Boobie suggests. This will identify a non firing cylinder. Check plugs by swapping them around and repeating the drop test.

Check sparks using a spark tester.

If sparks all good do a compression test. Cyls should be within 10% of each other.

If compressions good and sparks all good consider a carb clean but there could be numerous other reasons for the problem.

Dont understand what this " someone" is saying about the "shifter not having enough power under water"
 
Put the engine in a barrel of water when testing it at home it is the backpressure that is telling you somthing is wrong. I wouldnt run it for any amount of time until your sure it is getting enough fuel on all the cylinders. For sure start from the beginning do a good compression test with a fully charged battery. Pull the spark plugs and ground the spark plug wires so you dont damage the ignition system. I test all the cylinders three times through to account for any mistests. 1-4 1-4 1-4 depending on how many cylinders and take the high number for each cylinder. Get back here with the numbers. Use a open air spark gap tester you can check for spark while testing compression. The spark must jump a 7/16 inch gap with a brite blue snap.

Old wifes tale as it wont hurt ignition system, you do this so mixture exiting cylinders when cranking dont ignite.
