99' 115 Johnson wont plane unless using the choke

I hope someone can help me here, Ive had it with trying to fix this motor now for the second year. It runs fine on idle but once its under load it will die unless the choke is used to get it on plane. I have rebuilt the carbs, including replacing the jets, it has 110 compression on all 4 cylinders, good spark.
I have replaced the power pack and the VRO with no improvement. Any help in troubling shooting will be greatly appreciated.
 
Using the primer puts fuel directly into the engine.------This fuel bypasses the metering circuits in the carburetors.----This would suggest that carburetors need attention.-----Where are the low speed mixture screws set at from gently closed ?
 
I agree sounds like fuel. i'm not familiar with your 99' but my 89' came with two different removable fuel orifices for intermediate and high speed. It would have been easy to mix them up. Another easy spot for fuel starvation would have been the float bowls, not one of my rebuild kits was perfect at first install. i had to adjust the mounting tabs on each float to get the right height. Totally different carbs AW...…. Reapers those carbs have to be set in lake, in gear, untied, you cannot set on hose/muffs and 5-6 turns are the starting points.
 
The fixed high speed jets would be changed for high altitude operation.------The slow speed needles are adjustable to compensate for temperature / elevation / fuel and local atmospheric conditions.-----What elevation are you running at ?-----You changed high speed jets from what size to what is in there now ?
 
The motor had the low altitude jets when i bought it and it ran fine the first year I had the boat. Then the problems started. I took it to a local boat shop that ha me buy high altitude jets. I boat anywhere from 5200 feet to 6500 feet. I don't recall the size but do remember that there are 2 options off the parts diagram.
 
Correct your MAKANIK needs to look over some service bulletins to provide you with help .------The 90 HP jets are way too small.----Had a dealer friend print those out for me , so they do exist !
