97' 200 evinrude one cylinder intermitant spark

Have had this engine in the shop for the same issue. If I remember right, the mechanic replaced the timer base with a used part. Motor seemed to run ok. The issue has returned. When running the engine on the water, it will occassional drop rpm about 5-600 rpm, then pick up and run right.
Pilled out of the water, placed the muffs on, cranked it up. It sounded like it was running "right." As it idled I used my timing light to check for spark. when I got to the last cylinder, bottom right, looking from the back, the timing light was not firing. As I was watching it, suddenly the engine hit on that cylinder, and could tell it was running on all 6. All that unburned fuel with oil from the vro was running down the skag behind the prop. A black smear.
I ohmed the wire, it showed .5 ohm. I ohmed the coil, it was 268, within tolerance. The power pack was replaced before the timer base.
Other than replace the plugs, what Can I do next?
