96 mercury 115 no spark sensor problem?

I have a 96 mercury 115 2 stroke. No spark. I removed the black yellow wires on the control box and i have spark if i do that. I narrowed it down to the black yellow wire coming from the RPM limiter that is the problem. I cant fond any info on how the system works. I know that it’s grounding out the motor but i dont know where to start as far as testing possible problems. The oil injection was removed from the motor so my assumption is that thats not the problem. Any suggestions as to where to start? Thanks for any help.
 
Limiters were mostly on jet units. It works by taking a reference value from trigger and if pulses reach the setpoint the module starts closing the kill circuit in pulses. There is no testing for module other than inputs, just disconnect the brn and blk/yel wires from module and order a new one if a jet. If standard outboard just leave it off and make sure engine is propped to no more than 5450RPM @WOT
