'95 Mariner 15 help.

I picked up a free motor last year. After looking up the serial number, I have determined that I have a late-model 1995 Mariner 15. It was seized when I got it, but I was able to make it turn. Now, it still doesn't have a spark. I've replaced the ignition coils, and nothing has changed. What's next to do? I don't want to spend a ton of money on it.

Why was it seized? Whats the compression?

It was sitting in the previous owner's shed for who knows how many years. A little bit of penetrating oil got it turning again, though. I haven't gotten around to testing the compression, though.
