94 mercury fuel issues

I have a 1994 mercury tracker 40hp 2 stroke 4cyl
I bought this boat with known carb issues
I have narrowed it down to not getting fuel to the firing chamber
It’s got all new fuel hoses
New primer bulb
Rebuilt carb and fuel pump
Have taken carb off 3 times and cleaned just to triple check for anything
Spark plugs are gone dry if you pull them after trying to start
Will start on either but won’t stay running
Am I missing something or does anyone know something else to try
 
This should be your carb. Make sure gasket #18 has hole in proper place when mounting. Also make sure idle screws #19 are screwed out CCW 1-3/4 turns from light seat as a starting point

Didn’t even notice the hole on gasket so I will check them tomorrow, may I ask what the hole is for?
Screws are set to the 1 3/4 turn out
 
Hole provides PRESSURE pulses to the diaphragm in the fuel pump.-----Diaphragm is not shown in the above schematic.-----Post the serial # ----Outline your starting procedure.----Are you pushing the key in and holding it in while cranking it over ?
 
Did you figure out what's wrong. I got a 1997 tracker 40ELPTO that dies when idling. The previous owner had a mobile mechanic come out. I found one gasket one way the other the opposite. But that still didn't help. 40ELPTO
 
OK well mine had one gasket on way and the other the other way. So one had tab up and to the left one had tab up and to the right. I put them both the same and it didn't make any difference. I reset the lower carb float level I had set it a little high the needle was leaking. Fixed that and reset the float height. Gasket tabs to the left. Still same thing. Watched a few YouTube videos to actually see which way the tab is supposed to be and it's supposed to be to the right so today going to put the gasket to the right and see what happens. Float height correct and gasket correct. Right side as looking at the front of the motor. Like the diagram above. X fingers.
 
It's a tracker motor made by Mercury. So that plate on a Mercury is not there on the mount. There are numbers on the stickers under the hood but when I google them they don't come up with anything. There is a sticker missing also. I showed this in the video. I have pictures also but can't post them on this forum. Please watch the video. I now have the gaskets facing the correct way the floats set, new needles. New gasket sets. New fuel pump. New gas tank and gas line. All new fuel lines under the hood with new clamps. Mixture screws 1-3/4 turns.

Nothing has worked. It dies on idle after a while, pump the ball starts right back up and does the same thing over and over. Any speed off idle and it will run all day. I think the fuel is going into the lower carb bowl. Because the starter primer gets fuel from the upper carb and if I push the key in a few times I can get it to start but it won't stay running unless I pump the primer ball.

Here are the numbers on the stickers. The one that says tracker 40ELPTO 1997 also has 1040412TN and a 27 / 47

The other one. D262970709 and #3 below that is 00/00 and
819603A.

Does your motor have holes in the intake that match up to the holes in the carburetors? Mine doesn't.
