93 mercury efi question about fuel pump

My motors fuel pump is not pumping. I am getting 12v to the pump. I am having to use the negative on one of my batteries to get the 12 v. The common is the side I am not getting at the pump. Does anyone have a diagram that would help me trouble shoot this problem. Or is there a delay switch/fuse or anything like this that a have gone out.

The fuel pump driver in ECU has failed,send to DFI in Alabama or CDI/Rapair to see if fix able. Or replace it with a Brucato ACU which is cheaper than a Merc ECU
