9.9hp Mariner issues

Opened up the fuel pump, put back together.....and......


Motor runs perfect. Confused, but I'll take it. I have a carb kit & fuel pump rebuild kit on the way, regardless.

Has been on 4 trips now, around 10 miles on the motor - starts 1-3rd pull and runs excellent from idle to full throttle.
 
Well, while waiting for my carb kit to come..... I kept using the motor, it ran great.

After about 10 trips, it started to spit and sputter, worse than ever before. I also noticed fuel was leaking from the carb. If I squeezed the primer bulb on my gas tank, fuel would slowly come out from the carb???

So I decided to remove the carb again & check for debris. Clean as a whistle. I took the fuel pump diaphragm apart and.. JACKPOT. Gunk, clogged with separated oil chunks. Cleaned it out & checked my fuel filter (again, it was clean last time). It had a few large chunks of separated oil in it. Pulled the fuel line off before and after the filter, almost totally clogged with gunk.

So I replaced all the fuel lines. Then I noticed the vacuum lines that run to the bottom of the carb are collapsed (are these vacuum for fuel pressure??) I pulled apart my gas tank fuel lines and they are clean. I put it all back together and primed the fuel lines, I noticed a huge difference in how easy it was to pressurize the fuel lines, however I can almost make fuel SHOOT out of the carb now?

I'd imagine something is wrong with the fuel float, no?
 
So after the latest round of tinkering, on the water it still runs the same, however if I cover the openin of the carb 3/4 of the way, the motor takes off and runs fantastic.

WTF? Is it getting too much air or not enough fuel?
