73 Johnson 65hp ESL won’t start when it’s cool out.

We have replaced every part of the ignition system on our 73 Johnson and it runs great, starts great most of the time. It is not moisture but the outside temp that determines when it will not start. If it is warm and there is condensation, it starts, if it is below about 65 degrees outside, it won’t start. As soon as the sun has warmed it up, it starts easily. Every marine mechanic we have spoken to is stumped. Any help would be greatly appreciated
 
Your location ?------Is your starter / battery / cables in good condition ?-----Choke solenoid adjusted properly ?-----Thermoelectric choke circuit bypassed ??-----This should be easy to figure out with some simple testing !
 
90% chance it is a choke problem. Or operator error. Is manual choke pulled half way out? Tell us exactly your starting procedure.
 
Have to agree that it is operator error or choke issue.------Or post video of the starting procedure.----Also odd that the shops there can't figure this out or do not want to !!----It is really a simple motor.

yes it is. There is no spark on any of the cylinders when it is cool. He primes it, pulls the manual choke out, turns the ignition and it starts perfectly unless he goes down and tries to start it when it is cool out. If he is doing it wrong, it seems to start fine the rest of the time.
