64 johnson 9.5 lower unit problem

Yesterday I bought a 1964 Johnson 9.5 hp for $ 30.00 the guy I bought it from said that there is something wrong with the lower unit and he couldn't get it to start he was done with it. He said while he was trolling he knocked it into reverse. I tested the spark it was good and compression 60 in each cylinder. Cleaned the plugs and started it up runs great. I took it out today to see what was happening and it hardly moves and if you throttle up it just revs forward and reverse. I did get up to trolling speed a couple of times. He said he looked at the gears and they look fine. Any suggestions on what might be the problem would be appreciated.

Are the drive shaft splines okay ??

Shear pin in prop sheared or driveshaft snapped at pinion

I dropped the lower the splines where it goes into the power head look good. I could not get the gear housing of because he stripped a couple of the screw heads so its a tomorrow thing. But I did check the prop shear pin and it was good. The drive shaft snapped at the pinion makes sense. Thanks for the responses.
