It was running great then just cut out and wouldn't start. After taking the cover off I noticed that the carburator was flooded and when I tried to start it fuel would come flowing out the top. Am i right in thinking that this is a float problem?

Time to pull the carb and clean it out. If you can get the bowl off without removing the carb, or pull the drain screw, you might be able to put a container under it and squeeze the primer a few times to see if you can flush any debris out. This might solve your issue if it is just a little trash. I like to pull the carb and thoroughly clean, but it depends on how far you want to go.

If it will not fire at all, then check your KILL switch. First, remove the yoke and punch it in and out a bunch of times, then try it. If that doesn't work, spray it with contact cleaner, and try again.
