50hp merc efi not idling

Got an 03 4stroke 50hp efi not running right. Very rough idle and dies out when throttle applied. Some times it will idle fine when first started for a second or two but runs rough again. I have ruled out bad gas with an external tank with fresh fuel, New fuel filter and bowl ,new secondary filter assy, Spark plugs and wires replaced, Pulled the vapor separator apart and cleaned it. The pump inside the separator is working when 12 volts applied, new tps sensor.

What is the IAC valve? It’s is a fuel injected engine no carbs. Electric pump turns on for a few seconds when key is turned on then shuts off. Assuming it shuts off so it doesn’t over pressure system while it’s not running correct?
