Hello im new to this forum and looking for some help.
My outboard is giving some issues when I turn the key to on I get the normal beeps. But when I turn it to start I get nothing no clicking or anything. If I jump the S terminal on the starter with the 12v lug it starts right up and runs fine. I have put a brand new battery in and cleaned all the battery cables. I also replaced the ignition switch. I put a volt meter on the S terminal os the starter and turned the key to start and I’m not getting any voltage there.

I don’t have a service manual for this motor. Where is the starter relay located and how do I test it?

Follow the positive cable from the battery, and the big wire from the starter. They will lead you right to it.

2 much smaller wires come from it. One goes to ground the other, when given 12v, should engage the relay and turn the motor over.
 
The positive from the starter runs under the shift linkage and seems to go toward the front of the engine. I feel as if it should be easier to find and access.. Should I be looking behind where the air intake is in the front of the motor ?

Is there a way to test it before I replace it ?
The Black/white wire that goes to the S terminal on that piece has no power when I turn the key to start.
 
What happens when you apply power to the black/wht wire? If the motor turns over, there's nothing wrong with the relay. If it doesn't turn over, there is.

Note the power to that wire goes though at least 2 neutral safety switches. One located on the motor near the shift linkage, the other is in the control head. Both require the motor be in neutral before the motor turns over.

Note also I'm not familiar with the newer motors. The newest 90 I've worked on would be a 2005 or so, so if there have been any changes since then, any of these specifics may not apply to your motor....
 
Alan thank you for your help so far.. when I apply power to the black/ white wire it starts up and runs fine until I shut it off. I thought there was only one neutral Saftey switch on the motor. I didn’t know there was another one on the binicle.

See previous warning regarding familiarity - there may not be one! The ones I'm familiar with have had them.

Too, if the one on the motor is functional, the one in the shifter might be considered optional by some? -Al

Honda only use a neutral switch on the motor. Try shifting the control backwsrds and forwards in the neutral position while hold key in the start position, it may just need minor cable adjustment to get it selecting neutral properly thereby activating the neutral switg

I will give that a try. I tried shifting foreword/ N/ reverse with the key in start and got nothing.
