2007 mercury 90hp starting issues

So I have a brand new starting battery with full voltage try and turn the motor over and it sounds like a dead battery then all the sudden it will fire. Shut it off for a minute try cranking again and it fires right up wait another couple minutes try again and it sounds like a dead batter again can anyone help or had this happen before I was thinking starter but the voltage at the starter seems to be fine thanks every buddy

Bad connection somewhere in the battery circuit.

I was thinking starter too the voltage seemed right this might sound novice but can you clean the brushes on the starter
