2006 90 ELPTO Issues

Im trying to diagnose 2006 90 Elpto. It starts and idels just fine on first start. Run down the lake a mile or 2 and it starts to die then dies. Will not start for awhile even if primer bolb is squeezed tight. If it does start its really bad. Shakes and cough. Let it sit for many hours then starts and run fine for another mile or 2 then same thing all over again. Now I do know a good bit about carburetor motors but this one is fuel injection. The pcm has been replaced new. The injectors have been replaced. One coil has been replaced. First fuel pump has been rebuilt. High pressure pump housing has been removed cleaned and new filter. Oil pump has been checked. Compression is with in 2psi between the 3 cylinders. Spark plugs were replaced. I have checked for water my next thing going to do is drain the fuel tank and remove it to try and wash out any water or debris if any.
My one question I have is on the fuel rail is 2 pressure release like valve stems. The top one fuel comes out if pushed but the bottom seens to be just air and when I push it looks like a little sprits of water comes out too but just a little. IS THIS NORMAL. I amy really leaning towards fuel issues but wow am i stumped. Now all the things I said that were done was by a shop that is now not interested in working on it because they can't figure it out either.
The motor sounds good and healthy idle and first run but then issues start. Any suggestions what to do or look for.
 
If it has a fuel rail and 2 Schrader's its a DFI..one is for air pressure other is fuel. Has to be a 10psi difference between the two. Whats the codes?? Sounds like high pressure pump failing ..and if you are getting water in on air side.... the water cooled fuel rail has eroded or air compressor has a problem. Water in fuel not the problem
 
Ok thanks i will look into the water cool fuel rail. I dont have a code reader for it. I also dont get any sound warning me when it shuts off. The high pressure pump was to be already replaced. I will check psi on rail.
