2005 Optimax 200HP not getting fuel.

I recently purchased a boat from auction with a 2005 Mercury Optimax 200hp (Serial # 1B243965). The boat was supposedly flooded. Not sure to what extent but the auction site said the engine ran. To no surprise, the engine only fires off for 2 seconds when I pull the spark plugs and spray gas in the cylinders so I am confident it is getting spark. Things that I have done thus far on the fuel system:
-Removed VST and cleaned really well and replaced red filter on top.
-Rebuilt the vacuum fuel pump on the front of the VST
-Tested both low and high pressure pumps and they both run when 12v is sent to them.
-Removed Injector rails, fuel and air injectors to clean.
-Removed 2 Port side diaphragms and 1 starboard side diaphragm. Clean and inspected. No tears in any diaphragms
-OHM tested air and fuel injectors and all are spot on.

When I turn the key to the "On" position, I can hear the fuel pump run for 3 seconds which I think is normal. On thing I noted was that after turning the engine over for 15-20 second trying to start it, the starboard side schrader valve (Fuel Pressure) has 0 pressure. I thought that the pressure would at least spew a little fuel out after turning the motor over for a bit. I removed the fuel schrader valve and turned the key to the on position thinking that fuel would come shooting out but it barely trickled out. Seemed odd.

I brought the boat to a Mercury Dealer before I started working on it and it has 359 hrs on it. I have the full report. One fault it had was #6 injector stuck open. I removed the #6 injector and cleaned and tested.

Any help or suggestions would be GREATLY appreciated!!!

I have not put a gauge on the fuel pressure side BUT after spinning the motor over for 15-20 seconds and then immediately going hit schrader valve, there is 0 pressure that has built up. I even removed the Fuel Pressure schrader valve and turned the engine over, thinking fuel would come spewing out but I got nothing. Fuel barely trickled out. Starting to think it is the HP fuel pump. Any other thoughts or suggestions are appreciated.
 
I will check the pump seal this evening. What should the amp draw on the HP fuel pump be. I have read 6-9 Amps but want to confirm. I also would like knkwnthe difference in amps when under a load and not under a load. Thanks!

One other thing struck me as strange. On top of the HP pump, there is a little metal compression fitting. In pictures of new HP pumps it looks to be press fit on the discharge side of the pump. When removing my HP pump, this little metal piece was loose and not pressed on the end of the discharge. Could this be an issue?
