2005 Mercury 60 hp 4 stroke surging at idle and stalling at accelerating.

My 60 hp 4stroke Mercury is surging at idle and stalls on acceleration. It would not stay running b4 and I took it to a mechanic who gave it a $600.00 service instead of fixing the problem. We took it out and he hooked up his meter while it was running and said gas flow was good and electrical seemed ok and he would have go and study up on this motor and come back. No show, any ideas?

carb or efi??? If EFI my vote is IAC valve...

It's fuel injected.
