2005 Honda 150 Outboard

We recently bought a boat with a 2005 Honda Outboard with around 70 hours on it.
At full throttle we are only getting around 4200 RPMs. It starts up great, runs smooth, just doesn't reach max rpm/speed. I did notice with less than full throttle the engine psi was jumping around a little bit (i.e jumping back and forth b/t 10 and 15 psi).

From talking to mechanics they believe its probably a bad plug, some water in the gas, or bad gas in general.

I was planning to change the plugs and put on a new fuel filter. If this didnt work, then siphon out the gas and put in some new.

Does this sound like a good approach? Has anyone had similar issues?
Is there a good diagram anywhere that will show me how to get to the plugs/fuel filter?
I have not worked on a Honda before.

Not sure what you mean by engine psi. Are you talking rpm's - revolutions per minute on your tachometer?

That will provide you with all the maintenance procedures. Be sure to use the NGK plugs that are specified. I would also change all the fuel filters.

If you have a 4-light key switch - oil pressure, alternator, check engine, and water temperature, when the engine starts, all lights should go out EXCEPT the green oil light.

A four-stroke with only 70 hours is not properly broken in. Being a 2005, you can count on it.
 
The boat has a tachometer and a engine pressure gauge. I was talking about the engine pressure when refering to psi.
The boat does have the lights and everything looks good. Engine light is not on.
 
Okay, apparently the water pressure gauge was an add on. That is not a Honda option.

As discussed, change the plugs and fuel filters. When you change out the high pressure filter, remove and clean the VST if that engine has one.

If the engine has the proper prop, WOT should be around 6000 rpm +/- 300.
