2005 225 four stroke

Pulled boat for season and went to fog motor where spark plugs go. The lower plug had rust on tipon inside. The plug directly above also has some. This is not my boat but my uncles so trying to help him with what caused this and how to fix it. Also is there any damage to motor at this point? Boat ran very well all season.

You could have water seepage coming into those cylinders through the head gasket , when my head was cracked on my 130hp on no2 cylinder the spark plug showed signs of rust .
 
There is a service bulletin that addresses that issue - Honda Service Bulletin #56. The basic problem is that the original exhaust tubes allow water to get too high into the manifolds and water gets into the lower cylinders. The cure is to replace those with modified exhaust tubes. The complete kit is slightly over $100 on boats.net. BUT, it takes a decent marine mechanic or a talented amateur 5 to 7 hours to do the job, so I have been told.
