2004 mercury 150 xr6 problems.

I had a problem a couple of weeks ago with my boat not cranking unless I opened the throttle wide open, also my mph GPS was showing 52 mph and I usually do 58 in that same set up. I brought it to the shop and he told me it was the carbs so he took them apart and cleaned them. Well then apparently it still wouldn't run and with out my knowledge he changed three of the cdm's and got it going. So I had a way bigger bill than expected but I had my boat back. He said it was now running 5800 rpm and cranking like a charm. Well today I got to run it for the first time and it fired right up but was idling in neutral at 1100 rpm which is way higher than normal, also it is topping out at 5000 rpm ranging from 52 to 55 mph, with the same circumstances I had today it would go 59-61. Everything besides the idle seems to be working great it just won't top out like it should. Any ideas ? I'm hoping for more than just one response on this one unlike my other one LOL. Thanks
 
The motor was just rebuilt twice last spring. Lol. He said he checked the compression and it was showing 90 on all cylinders and 100 on all with a different gauge. It doesnt have a miss and it shoots out of the hole. I just wonder if he didn't cink the carbs just right of something. I do get a little whiff of gas when I shut it down.
 
It wont shoot out of the hole with 3 bad CDM's....Do all cylinders have spark? Has stator been tested? CDM's act funny as ones that appears good (firing) can be bad and effect others

110 PSI is the minimum as per the Mercury Service Manual.
