I don't have any experience with the 90 A outboards so I'm only guessing here.
Is this an outboard you just bought used?
The leaking fuel might just be a stuck float valve?? That can probably be an easy fix.
I think that the bottom carb idle set screw is different from the set screws on the other 3 carbs because of the position of the throttle cam. I think that they had to arrange it so that you can adjust it with all the linkage hooked up.

Yes, sadly, that bottom carb is no longer available and racerone's suggestion of Ebay is where I would start looking too.
The problem is, most people that have used ones that they've salvaged from broken outboards will probably want to sell all four carbs together. So...more $$$
But, in my opinion, you can probably fix the one you have even if you've gotta use some epoxy.
