2000 tilt trim problem

I have a 40hp johnson ([FONT=Verdana,Arial,Tahoma,Calibri,Geneva,sans-serif]j40plssm) and the trim will not raise the motor. I can lower it just fine but I have to physically lift the motor while hitting the rise switch and it wont stay up. There is some obvious bleed by in the pump. Ive replaced all the seals but it is still doing the same thing. Does this sound like a check valve issue to anyone? the motor works fine.[/FONT]
 
That trim system is a POS and is know for check valve and pump problems.. so much they quit putting the repair in the manuals. Check the 3 check valves for debris and the manual release tip fi you been tinkering with it. If oil is dirty grey find a replacement unit.
 
Did you replace all the O'Rings also? Did you have pump and reservoir straight up when filling with fluid? What fluid did you use?
